The import of pre-filter and cleaned used cooking oil to increase the oil supply is necessary to make a supply difference immediately. Collecting used cooking oil in cities could only supply .5% to 1.5% of the diesel need of that city. Using domestically collected and imported used cooking oil is only a stop-gap patch to the bio-diesel supply solution. The true and long term solution is in the planting of 2 to 3 billion oil nut bearing trees every year, for the next 10 to 20 years. In order to produce the quantity of bio-diesel to make a difference like Europe, a government decision must be made to support these tree planting effects with assistant, special grant, tax rights, and policies for the development. Then and only then will the diesel usage blend resemble that of Europe (The bio-diesel use in Europe as percent of total diesel used in Germany is 37%, France 27%, Italy 22%, Spain less than 5%.)

The difference in the percentage of the whole nations total diesel usage as per bio-diesel reflect the important of bio-diesel each European country place on its development years ago.
